When the PGA Championship returns in five years to Whistling Straits the rules on playing the countless bunkers may still be in place.

Defining Bounds and Margins The Committee must define accurately: (i) the course and out of bounds, (ii) the margins of water hazards and lateral water hazards, (iii)ground under repair, and (iv)obstructions and integral parts of the course. The Committee (the PGA, not the Tour) failed to properly define all parts of the course, allowing the gallery in the bunkers.”
As a result of how they treated Johnson, I will NEVER financially support the PGA of America ever again. Should Johnson have read the Rules sheet in the locker room? Absolutely. But like MtMike says, you don't allow the fans to trample the playing surface and then expect the players to treat it as a course hazard.
The PGA already hold the pros hands by providing a Certified PGA Rules official with every group. AND, if you don't like the ruling you get from that official, you can request another opinion, and if you don't like that one you can request another. It happens every tournament. I have seen Phil bring in as many as FIVE officials until he got the interpretation of the rule that he was looking for.
To play at that level and not even have the common sense to get a ruling is insane. The PGA offers free rules seminars just for the PGA Touring Pros - that are notoriously under attended.
The Local Rules for Whistling Straits was also posted for the ENTIRE week on the locker room doors. If you don't know the rules of the game you are playing - you are doing it WRONG!
This is why golf is sport for almost dead white guys.
