After the match the recordings should be examined and officiating stats should be drawn up (inappropriate calls, missed calls etc. etc.) If the ref and linesmen fall below a certain standard then their retraining would be called for.
American football and NBA and pro tennis could do the same: More training for refs, higher pay, fitness requirements (!! especially for NFL refs and baseball umps!!) for refs and get rid of "instant replays" as they detract from game flow. This would reduce the number of mistakes. But...face it...life isn't mistake-free and there are no do-overs in life. Why should there be any in sports?
One caveat: maybe allow LIMITED number (1 or 2) of challenges per game.
You can't expect decisions after the fact to change anything. It isn't like the linesman can be taught to see the ball better. Going to the replay or even adding some kind of camera on the crossbar or uprights would solve 90% of the most egregious errors. I don't see any reason for replay on fouls or who kicked it out of bounds. But when goals are involved in a sport where 1 or 2 goals are usually enough to win, counting the goals appropriately is a pretty big deal. Inaccurate goal counting kind of destroys the credibility of the sport.
Most other sports (Baseball, Football(american), Tennis) have an instant replay system. Why not allow a soccer coach a number of challenges, like Football or Tennis? Both the US and England got screwed by bad calls. Both would have been overturned by a challenge. All sports take advantage of improvements in tech (ie carbon fibre racquets and golf clubs) why not replay?

It matters not that soccer is not an All American sport. Th ere were horrendous mistakes made in other matches as well. England? I'm sure that there are others too.
Yes, instant replay. And I mean instant, there are enough qualified people to do what is needed to insure ridiculous calls are not tolerated. Any official caught blowing a call should be reprimanded by no more games that season. Caught twice and he should not officiate anymore at national levels. This business of throwing a game because of a "perceived" infraction has to stop if this game is to gain acceptance. Maybe other parts of the world can do with no truthful officiating, in the USA it will be done with honesty as much as possible.

you sound like a soccer fan. you know the game does have acceptance - all over the world. Only here is it a second tier sport. Out of 6 billiion in the world, 5.7 billion are avid soccer fans.
I agree that a replay for no more than 20 seconds for shots on goal and penalty shots would be a good idea.
The US has mastered the US of instant replay but FIFA refuses to learn. Technology now makes it possible to install computer chips on the ball and chips can be installed on the players to register off-side calls. A fourth arbiter can be installed to review calls and announce his call to the arbiter. Teams can be allowed to demand the TV judge to review a call and they can be given two calls per half and not to last more than 60 seconds. The stoppage of the game to review call must be made up at the end.
This is no different than when additional time is added because players fall on the field to stop play or mimick injury.
When the cup returns to the US, we should demand changes.
I agree that there needs to be a system for evaluating officials. Adding another person to the mix is not going to help and may actually hinder the game. I like the way the NHL uses instant replay for questionable goals. If a goal is scored, they can use instant replay to disallow the goal. This does not stop the action. If a play happens that a questionable goal is not counted, play continues until the next stoppage and then the play is reviewed. Again no artificial stoppage. The issue for this situation is that play re-starts from the time that the questionable goal actually occurred.
Unbelievable the game of soccer has zero integrity. Guys flop all over the place and refs cant event make the right call half the time

Replay is ncessary to counterract the incompetent and/o corrupt officiating crews. It doesn't take a lot of time to see if the ball went in the goal via replay, and goals are such rare and important event in a competition that occurs only once in four years that it is morally imperative that call is correct when we have the means to do so.
Yes, and/or add another ref besides the three. The linesmen cannot see everything and I know an extra on the field may get in the way, but still it might make it better.
Why not replicate what they do in hockey? Keep the game going while immediately watching the review from upstairs. Only goals and off-sides should be reviewed because these are easily discernible upon video replay. If a goal counts, then stop the game and score the goal. If the goal did not count then continue playing.
That was my thought exactly! Also add at least on more referee. If they don't address this problem, it makes it look like the referees were paid to make bad calls. I also think any blatant bad calls should cost refs half their pay for the game. Baseball only reviews homeruns and it cost a young pitcher a perfect game.

Either FIFA has the worst officiating of all time or the "fix" is in. Or maybe both. In a series of this magnitude and importance, certainly instant replays are in order.
i gotta agree, they should have replays at least for goal situation with England and Mexico's game today. Those games had the potential of having a very different result if it wasn't for the call or lack their of calls. Get with it FIFA!!!
Alot of these "errors" could be explained by global politics, guys. I honestly think that's why nothing has been done to correct it. If a half billion people can see the mistakes on television, and nothing is done to fix it, then what's the point of playing?
Soccer is a third world game and politics in the third world is as corrupt as FIFA. They fix games to their liking. It is looking more and more like they want South America in the finals of this World Cup.
When most of the world see the mistakes on t.v., then FIFA should do something about it. It wont because the payout will end and FIFA will no longer have the control they want. Its all about control and money, follow the money and you will see who actually controls the organization (the mafias of the world).

instant replay will do several things:
1. referees will know that they can be held accountable immediately and therefore will try to improve their judgement.
2. pssies players that love to fake fouls will stop doing that bs and really play the game.
3. the cup will go to the real winner of the matchnot to the one the referees "decide" with their calls will be.
4. violent outbursts by the players will be reduced.
5. no room for argument on a full repetition that take sonly 5 seconds to seel and judge.
6. the "accidental proneness of the game will be subtantially controlled and skilled players will play better.
7. It will be a learning process for the players and their coaches right up to the minute and to better their strategy.
so in the end the lame excuse of not using it by FIFA is just proof that they are a mafia sold into betting and under-the-table bribes. that is what this is all about.

I agree 100%, the game is getting worse. It's time to clean it up and cut down on the loophole cheets, on all sides of the game! If FIFA continues without change maybe a new juristiction body can move in to pressure them into compliance?
FIFA needs to adopt the same ideals as rugby union calling for replays only whene there is a doubt concerning a goal or a potential red card infraction, not to be used for petty fouls etc. Some of the decisions in this world cup have been disgraceful both disallowing/not allowing/allowing goals to stand. Together with a couple of really dodgy sending offs have pretty much spoilt the finals for a lot of people!! These poor decisions change games and no matter what old fatty blatter has to say about them, he needs to get his sh*t together or resign and let someone who wants to take the game forward take over ...

In US pro football, the instant replay has value but you also see how good the officials usually are. Very seldom do they get it wrong which is amazing when you consider how fast the game moves and how quickly they have to make a call. Some the calls made on the world cup were just plain lousy - I'd say get better refs first. The problem with an instant replay is deciding when and how often to use it so it doesnt make matches last twice as long - that change in dynamic affects alot of things including giving tired players chances to rest - the outcome of the match could be determined by things like that which I think would be wrong
YES !!! We need it and that 's why we use all technologies for the games also that why we said we play for the FAIR GAME. SHAME for the WORLD CUP 2010 when we watch them with almost all the FAKE RESULTS. FIFA kills the efforts and the expectations of the players after 4 years.

They should have program of discipline and suspension for referees who make serious mistakes. No replay during games, though.
